DEFENCE ACQUISITION CHANGE PROGRAMME
Date: 16th December 2008
Location: Central London
In July 2006, the Enabling Acquisition Change report made a series of recommendations designed to enable the Ministry of Defence to adopt the principles of Through Life Capability Management into its acquisition cycle. Over the past 2 years, through the Defence Acquisition Change Programme, David Stephens (Programme Director) and the DACP team have been designing, delivering and embedding the changes necessary to translate those recommendations into reality.
The Ministerial decision to continue the programme until 2009 was supported by a refocus on a small number of clear, but bold objectives. These include having a balanced, stable affordable plan, halving acquisition cycle times, reducing transaction costs, becoming more effective at delivery and continuing the DIS agenda for transforming industry. Under a reshaped programme, the objectives will now be realised through four key strands of activity:
Alternate Acquisition Approaches
- TLCM and Planning
- Commercial Transformation
- DE&S PACE Programme
Following a challenging year, spent refining and implementing the objectives, David Stephens and his team would like to update progress now and advise the way ahead for DACP after the disbandment of the team. The brief will include a strategic overview by David, followed by more in-depth presentations from representatives of each of the four main delivery strands.
